Measures in North Rhine-Westphalia
The Land of North Rhine-Westphalia has introduced wider provisions for necessary border traffic. Specific categories of border crossings, such as border workers, students, co-parents, etc., can suffice to take two tests per week. They will also have the opportunity to do so after the border in Germany, e.g. at their work location or at school.

Border controls
Germany will not impose border controls, but will check them on a random basis in the border region. Those who do not have a negative test certificate will not be returned, but can take a test from a local health official. However, a fine can be handed out.

If you return to Germany (after going to work or school) you must have a test certificate with you. The same rules apply to you as if you had lived in the Netherlands and went to Germany for your work/school. You can get tested at one of the German test centers before crossing the border to the Netherlands. Since for border commuters and/or workers the test is valid for 72 hours after the result, you can use it for about 3 days.

The Chemelot corona test street is available for campus residents and employees of the Chemelot Industrial Park, living in Germany, who must at all times be able to present a negative test, no older than 72 hours.
